2016: Towards a New Partnership with China

Abstract:  The Latin American Economic Outlook 2016, which explores the evolving ties between Latin America and China. During the past decade, China has become one of the region’s most important trading partners. This relationship is now taking on new dimensions and offering Latin America an opportunity to build a mutually beneficial partnership. As China transitions from an export and investment-based economy to a consumption and services model, Latin America has much to gain through participating as more than simply a supplier of commodities. Based on the analysis of different channels through which China’s new model will affect the region, including trade, finance, and skills, the Outlook identifies potential strategies and policy responses to help Latin America strengthen its partnership with China. The report analyses in depth the GVC linkages of China with Latin America, and explores the increasing financing linkages, through loans and FDI, between the two regions. The report highlights best practices in these fields and proposes strategies to allow Latin America to consolidate long-term growth while assuring continuity in the social agenda.

 

Rolando Avendaño is an Economist of the Latin American and Caribbean Unit at the at the OECD Development Centre, in Paris. His research focuses on areas of financial development, Asia’s impact on emerging economies and, more recently, education policies and inclusive growth. He has extensively written on issues related to China’s impact on Emerging Economies, and more recently coordinated the Latin American Economic Outlook 2016: Towards a New Partnership with China, the regional flagship of OECD for Latin America. Recent publications include “Central America, China and the US: What prospects for development?”, Pacific Affairs, Vol. 88 (2015),  “SME Internationalization and global value chains: what role for financing?”, Integration and Trade (2013), “Economic Fundamentals of China-Latin America Relations” (2010) In Hearn, A.H. and León, J. L. (eds), The Trans-Pacific Exchange: China Engages Latin America. Prior to joining the Centre, he worked with the OECD Economics Department on macroeconomic policy in Latin America, the Institute of Latin American Studies (University College London) and the Faculty of Engineering, University of Los Andes (Colombia). Rolando holds a B.Sc. in Industrial Engineering at University of Los Andes, a B.A. in Anthropology jointly with University of London, and a M.Sc. and PhD degrees from the Paris School of Economics (France).

Juan Vázquez Zamora is an Economist of the Latin America and Caribbean Unit at the OECD Development Centre. He works in the team producing the annual flagship Latin American Economic Outlook, and has been working in different issues related to the Latin American region, such as education, skills, inequalities and labour markets. He has been working for different organizations such as the Inter-American Development Bank, the European Commission, and the Bank of Spain. He holds a Master in International Development from the Universidad Complutense of Madrid, and a Masters in European Economic Studies from the College of Europe, in Belgium.
